Samuel G. Davidson, DirectorSam is a Director in CB&H’s Government Contractor Services Group with over 45 years of experience in government contracting and accounting for government contracts. Based in the Firm’s Washington office, Sam specializes in assisting clients with the development and implementation of compliant indirect cost allocation plans; the preparation, submission and negotiation of requests for equitable adjustment and termination settlement proposals; the interpretation of Federal Acquisition Regulation (FAR), Cost Accounting Standards (CAS) and OMB Circular requirements; the performance of business process analysis/improvement reviews; and internal controls. As part of a proactive approach to potential control and compliance situations, Sam works to help the Firm’s clients address systemic problem identification, implement realistic and practical corrective actions, and maintain control and compliance verification. Prior to joining CB&H, Sam was a principal with Gaffey & Associates, Plc. where he was responsible for the delivery and oversight of the firm’s compliance and consulting services to government contractors. Sam also previously served as a manager in KPMG’s government contractor practice, where he worked with first and second-tier clients on a national and international basis covering all areas of business and compliance. Sam began his government contracting career with a major aerospace and defense contractor, where he served in a variety of operational and financial positions over a 25-year period. During that time, Sam rose to become the director of operational analysis for his sector, where he was responsible for ensuring compliance with government procurement regulations and overall integrity of financial information for 17 profit centers totaling over $2 billion in annual revenues. Sam received his Bachelor of Science in Accounting from Bowling Green State University. He is a member of and frequent speaker for the Institute of Management Accountants (IMA) and the National Contract Management Association (NCMA). He is also an associate member of the Virginia Society of Certified Public Accountants (VSCPA). Recognized for his thought leadership in the industry and his service to the government contracting sector, Sam has chaired conferences on pricing and cost estimating, and has spoken on the importance of internal control programs. He has made presentations in front of the New York State Society of Certified Public Accountants (NYSSCPA) and the Greater Washington Society of Certified Public Accountants (GWSCPA) on the importance of indirect rates, and conducted seminars on the preparation of equitable adjustment proposal for the NCMA. | ||||
