A Director in Cherry Bekaert’s Washington, D.C. practice, Anne works with clients on all IRS-related issues. Such matters range from responding to notices, handling penalties, addressing procedural issues, representing clients in exams and before Appeals, and requesting prefiling agreements and private letter rulings.
With over a decade of experience in tax controversy, Anne specializes in resolving issues related to statutes of limitations, refund claims, partnership audit matters, penalties, administrative law questions, and other complex technical tax questions. She also has experience with corporate and international tax, pass-through issues, employment and excise taxes, information reporting, and different kinds of credits.
Anne began her career as a trial attorney at the Department of Justice Tax Division, where she litigated tax cases in both district and bankruptcy courts. She tried cases involving tax shelters, fraud, TEFRA partnership issues, and employment and excise taxes. Anne also represented the United States in several large, corporate Chapter 11 bankruptcy cases in Delaware. Many of the cases Anne handled were issues of first impression, such as the Son of BOSS tax shelter in Jade Trading and the reinsurance excise tax in Validus.
Before joining Cherry Bekaert, Anne was with the national office of a Big Four firm where she was part of the tax controversy group. In that role, Anne advised clients on a wide range of technical and procedural issues, represented clients in front of the IRS at the exam and Appeals levels, wrote opinions and other technical tax memoranda on a variety of issues, requested abatement of multi-million dollar penalties, and assisted the firm’s partners with their tax controversy issues. She also performed external presentations on several different controversy topics, prepared and taught internal trainings, and wrote articles on developments in case law and IRS practice and procedure.
