The impact on contractors at that time was significant, but nothing like it will be this year because the government’s dependence on contractors has changed the dynamics of the situation. We discuss:

  • Communication with your Contracting Officers to establish what he might be able to do to mitigate the financial impact on your organization and allow you to keep working
  • Communication with your employees and subcontractors to establish a game plan for handling the possible impacts resulting from a shutdown
  • Determining which contracts are exempt from a shutdown and which ones are affected
  • What your banker can do for you if your cash flow is impacted and the need for valid and accurate cash flow forecasting

Prior to joining CB&H, he served for 10 years as a director with Wachovia Capital Finance where he launched the bank’s Government Contract Finance Group. John provides financial advisory and business consulting services tailored to meet the needs of clients at all stages of business development – from helping start-up ventures successfully position themselves to obtain private equity financing, to assisting established companies throughout the merger and acquisition process.

Sam Davidson
Director, Cherry, Bekaert & Holland, L.L.P.

Sam has more than 45 years of experience in government contracting and accounting for government contracts. He specializes in assisting clients with the development and implementation of compliant indirect cost allocation plans; the preparation, submission and negotiation of requests for equitable adjustment and termination settlement proposals; the interpretation of FAR, CAS and OMB Circular requirements; the performance of business process analysis/improvement reviews; and internal controls.

Bob Farquer, CPA

Bob is a Certified Public Accountant with over 30 years of government contract accounting experience. He consults in all areas of government contracting and specializes in the practical application of FAR and Cost Accounting Standards rules. Prior to joining CB&H, Bob worked as an audit supervisor and technical specialist for the DCAA for 28 years.

John Ford, JD

John has 36 years of experience in government procurement. He has extensive knowledge of the FAR and DFARS, and experience in contract litigation and administration. John consults on government contracts matters, including organizational planning, FAR, CAS and compliance issues, and DCAA issues. Prior to joining CB&H, he served as the Deputy General Counsel for the DCAA specializing in procurement regulations, audit guidance and agency policies.

Susan Moser, CPA, CITP
Partner, Cherry, Bekaert & Holland, L.L.P.

Susan is the Partner-in-Charge of the Washington office and founder of CB&H's Government Contractor Services Group. In addition to many years as a consultant to numerous government contractors, she was a CFO and Controller of several large government contractors. Susan consults in the areas of accounting system implementation, strategic assessment plans, business process reviews, financing packages, business valuations, government contract compliance matters and many other financial services.
