John Ford

A Senior Consultant with Cherry Bekaert’s Government Contractor Services group, John has almost 40 years of experience in government procurement. He has extensive knowledge of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) with experience in contract litigation and administration. John concentrates his practice on contract administration and cost matters, as well as training and seminars for business development.

John began his career in the Army and retired with the rank of Colonel, receiving several awards for outstanding performance. He has held the position of attorney-advisor, associate counsel and senior analyst. John was the Deputy General Counsel for the Defense Contract Audit Agency (DCAA), where he advised senior agency officials and program managers on legal issues involving the formulation of audit guidance and policy to ensure compliance with the FAR and DFARS. He also wrote legal opinions concerning the interpretation of FAR and DFARS contract clauses with an emphasis on cost allowability and defective pricing. John served on the Contract Administration and Tax subcommittees of the Defense Acquisition Regulation (DAR) Council. He also acted as the informal legal advisor to several teams charged with promulgating FAR provisions to implement the Federal Acquisition Streamlining Act and provided legal support in criminal and civil litigation involving the DCAA. John developed the government’s successful argument before the Court of Appeals for the Federal Circuit that there is no conflict between FAR 31.203 and CAS 410 regarding the allocation of indirect costs to contracts.
