GSA Launches OASIS+ Phase II: Expanded Access and New Opportunities

The U.S. General Services Administration (GSA) has announced the start of Phase II of the OASIS+ program, marking a major step forward in its effort to modernize and consolidate federal procurement. This next-generation, government-wide professional services contract will now remain continuously open across 13 service domains, creating a more streamlined and flexible acquisition process for agencies and industry partners alike.

Importantly, Phase II opens the door to new potential opportunities for contractors that missed or did not win Phase I bids, ensuring broader participation and competition in the program.

Phase II Expansion and EO 14240 Impact

OASIS+ Phase II is adding five new service offerings to the existing domains in January 2026. This expansion is a direct result of Executive Order (EO) 14240, “Eliminating Waste and Saving Taxpayer Dollars by Consolidating Procurement,” and the federal push to consolidate services under GSA. The new offerings are:

  • Business Administration
  • Financial Services
  • Human Capital
  • Marketing & Public Relations
  • Social Services

This expansion aligns with federal priorities to reduce waste, improve efficiency and deliver better value to taxpayers by consolidating procurement under a single, comprehensive vehicle. It also reflects GSA’s commitment to industry engagement. The new domains were identified through extensive market research, spend analysis and feedback gathered via a formal Request for Information (RFI) issued in June 2025.

Continuous On-ramping and Rolling Awards

OASIS+ is continuously open to receive offers (initiated in December 2024). There are no onboarding periods, and awards are issued on a rolling basis. The solicitation states that the Government reserves the discretion to evaluate proposals and issue awards in a manner determined to be in the Government's best interest, with respect to prioritization of offers for evaluation, and award issuance in groups and/or on a rolling basis.

Best-in-Class (BIC) Designation

OASIS+ has been designated as a Best-in-Class (BIC) contract, helping agencies meet their spend under management goals. As part of the Trump Administration’s FAR overhaul, BIC contracts are mandated contract vehicles for common goods and services. As agencies retire redundant contracts, OASIS+ becomes a primary channel for professional services procurement. Contractors on OASIS+ will have access to a concentrated volume of federal spending.

Six Distinct IDIQ Contracts

OASIS+ consists of six separate and distinct Indefinite Delivery, Indefinite Quantity (IDIQ) contracts. The size and type of your business determine which contract you are eligible for:

  • Unrestricted Contract
  • Small Business Contract
  • SBA-certified 8(a) Contract
  • SBA-certified HUBZone Contract
  • SBA-certified Service-disabled Veteran-owned Contract
  • SBA-certified Women-owned Contract

What Contractors Should Do Now

If you missed Phase I or were not awarded a bid, this is your chance to compete. OASIS+ uses a scorecard-based evaluation model, which means preparation is essential. Contractors should begin reviewing their business systems, compliance measures, and supporting documentation now to maximize their scorecard points and strengthen their competitive position.
