The Government Finance Officers Association of Texas (GFOAT) Spring Conference will be held April 19 – 21, 2026, in San Antonio, Texas, bringing together government finance professionals from across the state for three days of education, collaboration and networking. The conference focuses on timely issues impacting local government finance, including budgeting and financial reporting, legislative and regulatory updates, internal controls, and emerging standards such as GASB 103.

How GASB 103 Changes Our City’s ACFR Presentation – April 20, From 11:10 A.M. – 12:00 P.M.
In this session, the City of Frisco and Cherry Bekaert will walk through how implementing GASB 103 is impacting the City’s Annual Comprehensive Financial Report (ACFR). Topics will include the results of the City’s artificial intelligence-driven MD&A assessment across 20 critical factors, how the City identified and regrouped accounts in their proprietary fund statements for updated presentation, and steps the City has taken to have significant budget variances documented with GASB 103.
Attendees will be able to take the lessons learned from the City’s implementation and apply them to their governments in the fiscal year 2026.
